Is it possible that there is an online facility somewhere that if you enter an address, it gives you the relevant District Electoral Division? Can't find anything on CSO or OSI websites.

If not , what's the best way to find out the DED?

Your county council website is probably the best place to figure it out, whichever that may be if you are in Dublin. Here is Meath for example:

They also have their constituencies for the Dail here:

http://www.meath.ie/CountyCouncil/ElectionsVotingInformation/Mapping/MeathConstituencyBoundaries/
