I have an iPod Touch (3G) with App "KORG iKaossilator" (€8.99) installed about 2 years ago. I got an iPad 4 last March and would rather have this App on the iPad. Is there any way I can transfer this App? I don't mind if I can only have the App on just one device. If I have to buy the App again I can do that too because…

Do you use the same apple ID on both devices,

If you are logged in with the same apple ID on the iPad do a search for the app (in the app store) and see if the price shows up or if it gives you the option to download / install.
