What do people think is the best way to clone a new SSD from an existing HDD ?
Have a good lot of stuff installed on it (plex etc) so don't want to go with a fresh install really.

New SSD capacity > old HDD capacity

If it's the main OS drive it'll not be possible without a reinstall. If not use http://www.easeus.com/disk-copy/

Some models of SSD give you the option of buying it with a bundled piece of migration s/w and/or a laptop or desktop adapter for connecting the SSD for the data transfer.

I bought a Samsung EVO SSD with the laptop adapter and s/w so I connected the SSD via the supplied cable, the Samsung migration s/w transferred the data over from the HDD, then I shutdown, removed the HDD, installed the SSD in the HDD bay, rebooted and Bob's your uncle.

My HDD was 300GB but only half used so I bought a 250GB SSD i.e. the SSD doesn't have to be the same or greater size, just able to take the used portion of the HDD. This is the kit I bought, the migration was a breeze....

The adapter cable that came with the SSD now allows me to use the old HDD connected externally as a backup device.
