I want to pull a hard drive into a TV via the HDMi Port.

That won't work. Check your TV manual to see if it will playback video file through USB (if it has a USB port on the back). You still may not be able to use it though, as most will only playback from FAT32 formatted devices like USB keys, whereas most external hard drives are NTFS formatted

you might as well plug a toaster into the slot unfortunately. Unless the tv has the software to read the usb, and it would have a usb pot if it did. Your out of luck here...

Maybe get one of those android mini HDMI Pcs, they have usb ports and would solve your issues.

It doesn't work like that I'm afraid.

You'd need to connect your hard drive to something that's capable of playing the content like a media box of some sort, or a Raspberry Pi or some kind of Android Based media centre solution.

The HDMI port on the TV is for a digital video and audio feed which a basic hard drive is not capable of supplying. You need to either connect the hard drive to a media player (USB in, HDMI out) and connect that to the TV, something like this...

or buy a TV with a USB port which supports various media file formats like *.mkv, *.mp4 etc. in which case you can connect the hard drive direct to the TV but not using the cable you suggested which as others have said will not work.

You can get USB to HDMI via video head adaptors for PC interfacing but the framerate leaves a lot to be desired.

The Total through put of HDMI 2.0 for instance is in excess of 14 Gbits. USB 3 caps at 5. Even HDMI 1.0 caps around 5. A USB 2.0 to HDMI adapter, for instance, is just going to be used mainly for desktop use and powerpoint slides etc.

The function you're asking about requires something like a Roku or WDTV to unpack the video file and broadcast it to the television over HDMI. Your TV is not set up to playback/handle video file compressions on its own.
