I presume when they say that teams haven't met before,that they mean in the European qualifiers.

George Hamilton just said that England and San Marino haven't played each other when that's untrue.
San Marino scoring against England in 1993 pretty much screwed them in qualification for USA94.

Nope. The only teams that cant be drawn together are Spain and Gibratlar and Armenia and Azerbijian.
