Have you tried the VGA or DVI ports?
Have you tried a different HDMi cable?
Have you tried a different monitor or TV?

Does your PSU have a PCI-E connection or did the graphics card come with adapter cables.

    See the image here:
    http://www.mechbgon.com/build/8-pin_pcie.jpg

The graphics card is probably not getting the power it needs.

is there an onboard graphics to test the monitor.

Yes I have tried the dvi ports there is no vga port in the graphics card.
Yes I have tried a differant hdmi cable.
And I have tried my hdtv.

    None of these worked.

That PSU has got PCI Exrpess power connections so make sure both of them are plugged into the graphics card.

See this image the connection is in the bottom left hand corner.

Is there only one set of connections for visual output? Sometime the mothboard has onboard graphcis and this connection can be the default ahead of the dedicated GPU.
Also are you getting OSD on the monitor?

The display on the monitor just says "HDMI no signal" same with dvi or vga.
The motherboard is this one. http://www.hardwareversand.de/articledetail.jsp?aid=110807&agid=1232
Maybe you can tell me if it has only one set of connections for visual output. Also just one weird thing is that I payed hardwaversand to install all the software and install windows 7 so the pc was definitely working before they sent it out to me.

    Don't see any onboard graphics.
It could just be that the GFX card became unseated during transit. Remove the case cover, take the card out and put it back in again, making sure it's seated correctly.

Alright I will do that then.
