Folder Icon Colour

Any recommendations for a free software to change folder colours, win 7. Looking for something that would give me a colour pallette to choose from rather than the symbol based options that are available by right clicking on folder>properties>customise>change icon. Also could the folders icon colours in bookmarks be changed

but i've used this, and i am able to change my folders to several different colours.
