    The options are to keep your prices the same and use the customers' water supply or provide your own supply and increase your prices appropriately. In the latter case, in your position, I'd argue that the water would be an input cost it and as such is part of your cost of sales and should be offset for tax purposes. It's really an accountancy issue IMO.
