Centrefire rifle cleaning?

Thought just occurred to me and have to ask opinion.
I have both KG12 to remove the copper fouling and hoppes #9 to remove the carbon building up.

With a centrefire rifle what should I be using first? Remove the copper or the carbon?

For me carbon then copper & repeat in that order if necessary then oil if being stored

Carbon cleaner then copper.

When fired the bullet makes contact with the bore/land & grooves. The carbon fouling then "follows" after the bullet has already passed through meaning it coats the copper fouling.
