Excel 22k lines not scrolling

can someone please advise how to activate the scrolling on an excel sheet which has data in 22,000 lines? scroll lock not on, and also the freeze panes is not selected. When the data is filtered on certain lines, it scrolls fine, but when all data is unfiltered, the scroll will not work. please help! thanks
