If I order this PC with Windows 7 --->[URL="http://configure.euro.dell.com/dellstore/config.aspx?oc=sm002d70108mt&model_id=optiplex-7010&c=ie&l=en&s=bsd&cs=iebsdt1[/URL] Will it come with a Windows 7 COA or a Windows 8 COA? It says they will include Windows 8 licensed media but does that mean it will be a Windows 8 COA on it?

It's possibly a Windows 8 professional license which has downgrade rights to Windows 7 Professional (you may need to get the 7 media yourself). It could also be a site mistake I'd call up Dell and enquire. The way it's stated confuses me as well..
