Disagree. Tomkins was running with Suarez and stupidly had his arms away from his body. They didn't move from that position from looking at it again.
And it may not have been smashed at pace but when a player is only a yard away it doesn't have to be to have no time to react. Wasn't an intentional handball (why on Earth would he have intentionally handled it anyway), but again I agree that it shouldn't have been a penalty.

A video/gif of the incident in this game would be handy as I've yet to see it.
