The first couple of hundred numbers are reserved and you can pay to have them, whoever is the first person to pay for a reg gets number 1

Used to be the case, but I'm pretty sure its first come first served now (since 2011) in certain counties unless someone's dropped €1000 to reserve it.
They used to start at 201 up till recent years.
