Does anyone have a minute to direct me to who to contact in Ireland regarding setting up a small sole trader business and tax incentives? as well as other incentives?

We are going to create a small business and looking all the help we can. Moving to Ireland from London. Does one have to jump through 10 hoops to get help for a small start up or does help really exist? We hope that by bringing in "new" money, (not recirculated) that we will be welcomed in our venture. Here's a summary of state financial support for SME's. It's from last year but I'd imagine much of it is still relevent

Reading your post again, a lot will not apply to sole traders and you don't mention the type of business/industry you're in so it's difficult to be specific. If you're opening a shop/cafe/restaurant or providing a service on your own, don't count on getting much in the way of additional supports. What support there is available is mostly concentrated to starting a business rather then becoming self employed.

It would do you no harm to find an accountant in the area you intend to establish and have a chat. Same goes for the local enterprise board.
