Change from office to retail use for retail.

Its a general classification just like "office" doesn't say Solicitors office or accountants office.

A beauty salon is in the retail service industry and is classified as a retail outlet.

it is down as a retail unit and office's but there is aparently some clause that beauticians isnt on it and they apperently have to aply for planing/change of use. our problem is we were told it was all ok to go 8 weeks ago and are after spending alot of money to fit out the unit and the doors are ready to open bit now they turned arround and said there a clause

So the issue is that the building is part retail and part office in planning terms and you wish to use the office designated area as retail?
