Hardly, most likely the other way round if anything. Tv have ethic codes and watchdogs sticking to them. FIFA are completely free of both.

The other way to look at the lack of hotties being shown is what is going on on the pitch is a lot better than other tournaments where they had to pan the crowd to find something to stop viewers from changing channels.
