It looks awful, but the location of the house is probably what squeezed it through. The 3rd storey overlooks nobody and therefore has no impact except visual.

If you look at the slope of the road, the houses across the road are higher than the original house, so the difference between the extension and those houses is probably no more than 1m. That coupled with the small windows at the side and the distance between the buildings means that the houses across the road suffer no loss of light either.

So I actually don't see any real grounds for anyone to object to the extension except on the visual difference. Which can be shot down by decorating the extension in the same style as the rest of the estate.
