Over 2.5 means you need 3 goals at least to win. Over 2.5 = scorelines like 2-1, 3-0. If a game finished 2-0 then only 2 goals where scored therefore under 2.5

if a bet says over 2 goals, you'll then be asking "does that mean 2 goals or 3 goals?"

Presumably this terminology is used to make it clear that the bet is not inclusive of 2 goals.

Over 2 goals might be a bit ambiguous.

Over 2.5 Goals means that if there is 3 goals or more, your bet wins. If there is 2 or less, your bet loses.

Some books have the option of Over 2.0 Goals instead of 2.5 though, that means if there is exactly 2 goals, you'll be refunded. More common to see the .0 in basketball and ice hockey though.
