    what's the best software to check for spyers so it can give you information to then report it to the authorities .

    There isn't any. An internet security package is the best you can do.

    Ok, Well what software/firewalls can one use to check for spyers. So then once you get the IP even from the person that is spying, then report them and ask it to be looked into.

    As I said there isn't any, in most cases it's impossible. And when it is possible it would be difficult for even an expert in security to do.

    We need more info before we can properly help you.

    There is spyware which is the collective term for applications which spy on your computer usage. The vast majority of these look at your browsing history to target ads at you but the applications themselves are not targetting you just any computer they can be installed upon. Tools like spybot or malware bytes can detect and remove many of these kinds of applications.

    If you think someone is actively trying to spy on you as an individual then it becomes more difficult. If they are anyway smart they will have bought custom crypto making their application FUD(Fully undetectable),meaning most anti-virus or anti-malware tools can't detect the presence of the software they are using. Even if you discover the IP address it is connecting to, that does not mean you have the person who is doing the spying, more likely its the C&C or Command and Control system which the person has taken over(or is renting).
