Septic tank not registered

Another problem... The previous owner of a repo house were in the process of buying, didnt register a house we are buying. (they were not living there for 3+ years) The registration date of Feb has passed, does that mean we cant get a grant for repairs (necessary)? Even though it was the old owner that didnt register it.
