Apartment Blocks with Communal Heating

I'm considering going to see an apartment that appears to have communal heating (radiators), part of the Irish Life centre. Apparently it's included in the rent. Does anyone have experience of communal systems, and how well maintained or managed they are?

I've read a few dissatisfied postings about Spencer Dock and Heuston South Quarter on other sites and here, but these seem to relate to metering which this place doesn't have.

Assuming it is these: https://www.google.ie/maps/@53.350468,-6.256181,3a,75y,177.21h,117.13t/data=!3m4!1e1!3m2!1sSJyS7BsIhDQT10sA1fz5Sw!2e0 I imagine they were built around 1980, so much older than Spencer Dock. However, I don't know what age the heating system is - it might be quite modern.

You should get a copy of the heating agreement and ask for copies of bills for the last few years.
