Problem with nikon sb-700 flash

Im having problems with my sb-700. My camera only seems to expose the image when the flash is set from 1/128 right up to 1/8 on manual. Anything from 1/8 up to full power isn't picked up even thought the flash is firing at the same time. Im using a nikon d7000 with the pop up flash as commander. I only bought this flash…
