Signed up for online billing and direct debit, apparently not?

Back in February I signed up to the ValueSaver with Electric Ireland. Two months ago I received what I thought would be a final paper bill, dated 29/4/14. When I registered, one of the details I had to give was my current meter reading, which was '7474', I submitted this. I was annoyed to find out that on the bill it stated that my discount started at '7610' and finished at '7738' for that billing date. More annoyingly my meter only read '7640' the day I got the bill! This bill was an estimate, so I wasn't expecting it to be accurate, but I was expecting my reading to be used as the begining of the discount.

I received another bill yesterday, to my surprise. For some reason it appears that I have not signed up to D/D and eBilling? I'm wondering could somebody shed some light on this for me?
