    The report is going to be quite predictable. It will determine that MH-17 was shot down by a missile. And the origins thereof are still unclear. It will state that the wreckage is still to be analysed and that the probability of the airliner being shot down by rogue elements in or close to the Russian border can not be ruled out.
    It won't point to Russians shooting down the airliner. It will gloss over and without any evidence of anything...the verdict will be inconclusive.

    Do the ICAO Annexes stipulate that the report should attribute blame or only address facts?

    There are no reports of satellite imagery, communications or wreckage being tampered with or withheld.

    Fully implicating Moscow? Verifying that the plane was shot down and that Putin supplied the tools to do it?

    Seeing as a report as to who was guilty regarding the deaths of 298 people is due to be made known on Tuesday, why is there no build-up to this release?

    Shouldn't there be some fanfare?

    None of the above other then it was shot down

    I will make a full apology to everyone who stated that the report will makes official statements regarding a guilty party

    Will you do the same when what you stated above is not happening other then the plane has been shot down ?

    The report won't reveal that information as its a technical report based on ICAO ANNEXES and not a police investigation report.

    The sanctions were imposed in February last year part to the illegal annexation of Crimea and the current situation in East Ukraine
    Sanctions haven't been imposed because of MH -17

    Don't know what Timmermans is smoking but the reality is the EU will struggle to maintain even the existing sanctions at the end of the year when they must be renewed.

    Really,wouldn't consider sanctions imposed for an illegal annexation rushed at all or should we have waited till Putin siezed more of Ukraine

    Honestly should have the EU and the west stood by for longer with sanctions or would military force been a better idea

(Compare that to the brit controlled areas like that of the Malvinas, Six counties in Ireland, and how many other countries that they imposed themselves on).

    The sanctions were put in place after the people of Crimea voted to exit the western part of Keiv that was taken over by the Milky Bar kid in a Coup d'état sponsored by the CIA and corrupt officials in the EU.
    Futher sanctions were put in place against Russia over the downing of MH17.
    I mentioned the other counties and statlets to reference the policy of double speak.

    The so called vote was a sham that just happened to require thousands of Russian troops and volunteer militias to make happen ,
    It would have been a lot different if a referendum was put in place after things had settled down in Kiev ,

    I must apologize first in case you take this as an insult, but I must call into question your whole knowledge about the situation. Where you are getting your information from is faulty. Seek some other source and broaden your outlook on world affairs, they are not black and white, east or west.
