    A directive is issued by the EU and then the member state writes a law to comply with the directive. The directive does not, save in some technical circumstances, have direct effect unlike a regulation.

    Ireland chose not to implement the two year rule as we had a six year rule. There is some ambiguity as to whether a limitation period as opposed to a 'warranty period' is what the drafters of the directive had in mind but a two year warranty period doesn't make sense on it's face. It would mean that all goods would have to last two years which is impossible.

    If one felt strongly enough about it it can be challenged through a primary reference, theoretically even through the Small Claims Procedure in the District Court. (Bit hazy on primary references tbh)
