Hi there, can I appy for a single applicant mortgage but using a joint account once I get the other person to confirm I have full access to all the money within?

Yes, you can certainly apply for a single applicant Mortgage with a joint bank account. Upon return of a successful application it would be preferable to hold a sole account for payment of the Mortgage.
