pet cats on death row

    Just watching 'inside death row' on utv where it shows an inmate who had been awarded the'privilege' of owning a pet cat. (Indiana state prison)
    Although I think its a sweet idea and it must be lovely for the inmate, the cat seems to be permanently tethered to the bars of his cell with a string on her collar. I found this pretty upsetting being a cat owner and knowing their independent and free-spirited nature. Surprised this is not an issue for PETA or something...
    Anyone else see it?
