Anyone who had a Learner Permit before the 4th of April 2011 isnt required to do the 12 lessons..

They do if it has been expired for 5 years or more. If the OP has a current learner permit & has had one prior April 2011, he is fine. He doesn't have to do the 12 mandatory lessons.
