Crazy stupid budget!

So a mate of mine needs an any way half decent desktop to tied him over for a while... He would mostly use it for minor video editing, web browsing etc.. not gaming. Windows 7, 4GB RAM, he doesn't mind what processor just something that would get him through for a while! The budget is about... wait for it....... 200/250…
