istartsurf will not uninstall from programs

I managed to remove this bot from my registry but it will not remove from "uninstall programs". Running windows 7 64-bit. See screenshot. I just get a load of chinese writing, any ideas, I've removed every mention of it in the registry. Damn!!! too little posts, cant post picture.
