How to know the cost of a call by the phone number?

There are numbers like UPC that even in Vodaphone packages, all call were free except for UPC and I was surprised. I don't know when it is a low cost phone number, a free number, a normal landline number, and for mobiles I can't figure out the network because people can change providers and keep the same number....
