AVANTCARD lowering Rates

Got a letter in the post today, from Avant card, tell me that (in preparation for becoming a payment processor) they were lowering their interest rates, They listed rates for 5/6 headers, only one changes, cash from an ATM, from 23.9 to 22.8 Wow !!!
