blue bars/ grey bars and wifi connectivity

I have this ongoing issue with my phone's wifi at work. I can connect to the internet on my device. Usually the wifi signal is shown in grey bars, but more rarely, it is shown in blue bars. When the bars are grey, apps that require push technology will not work When the bars are blue, apps that require push technology work…

I have this ongoing issue with my phone's wifi at work.

I can connect to the internet on my device. Usually the wifi signal is shown in grey bars, but more rarely, it is shown in blue bars.

When the bars are grey, apps that require push technology will not work
When the bars are blue, apps that require push technology work fine.

My phone switches between blue and grey bars, seemingly at random, and without me changing location or doing anything to my phone.

I have searched online for a solution, and have found many people with this problem, but nobody seems to know the answer.

Some people say it's an issue with background data, but I can rule that out.

Has anyone else experienced this? How did you resolve it?
