NPPR on incomplete house?

Bought a second house in Feb 2013 from bank who had repossessed from builder in trouble. House was a shell and not in a liveable condition, no stairs, no electricity, plumping not finished etc Finally ready to move into Feb 2014 and rented old primary residence. What do I owe WRT NPPR and LPT ? appreciate any help!
