Ideas for a small border plant

    What are some ideas for a small border plant? I'd like something that flowers (don't care when) but stays green all year round. I'm after something that is probably around the 10-15cm mark. Behind it I will be having daffodils and tulips and in the summer when they are gone I may plant petunias. I've got probably about 7m to cover, but I think any plant that spreads is going to spread in width as well as length (unless I can crop it?), however i don't want to spend a fortune either. Any suggestions:confused:
