    Well the "rules", or HSA guidelines, as quoted above also state that hot engines and exhausts should also be avoided. Pointing out the absurdity of that is hardly pedantry.

    But if filling stations actually followed those rules they wouldn't allow cars to pull in and fill up. So, by not allowing phone use they are inventing their own rules by arbitrarily selecting certain of the HSA guidelines and ignoring others. In other words there is no good reason for petrol stations not allowing phone use, sure the employees have to follow the rules, but the rules are stupid.
