    The Garda Inspectorate has warned Government that Garda retirements are set to spike over the next three years at a time when reform is required, making recruitment from overseas essential.

    Some 550 Garda personnel will have to retire on age grounds by the end of 2021, just over half of them middle or senior managers. The figure does not include those who can retire early having served at least 30 years.

    The Garda Inspectorate believes the expertise lost can be replaced and even surpassed with foreign recruitment drives, a development it says would also bring skills which are currently lacking in the force.

    “They may have specialist policing skills which are increasingly in demand in a modern police service; public order, firearms, drugs investigation, child protection, cyber crime,” the inspectorate’s report for Government says of hiring foreign police officers.

    It also said the Garda Reserve could be used to attract more diverse candidates, adding that reservists with specialist skills should be permitted to assist investigations.

    “Recently, a City of London Police investigation into a £1.5bn fraud was assisted by the work of a special constable who was employed in the banking sector and who became one of the people leading the prosecution,” the inspectorate report points out.

    Limited scheme

    It also says a limited scheme under which senior Garda and PSNI officers can transfer between the forces for secondments should be extended down the ranks.

    And if that proved successful, the same arrangement should be put in place with other police forces. It would allow Garda members to work abroad for two years, learning new skills to bring back to the Garda and building relationships with police officers in other jurisdictions.

    The Garda Inspectorate, which reviews all areas of the work of the Garda and recommends reform, was asked by Government almost two years ago to review entry routes into the force.

    As well as recommending police officers in other jurisdictions be permitted to apply for all Garda vacancies into the future, it is proposing a trial at the rank of inspector under which civilians could be hired to enter the force as sworn officers. If successful, the practice would be rolled out up the ranks.

    Proposals to open up recruitment were made to Government in 2007 but largely ignored. However, the Government has just approved the appointment as Garda Commissioner of PSNI Deputy Chief Constable Drew Harris.

    He will be the first person from outside the State to lead the Garda when he takes up the post in September. Against that background, the prospect of the latest recommendations being acted upon is much higher at present than 11 years ago.

    The inspectorate’s recommendations have been sent to the Commission on the Future of Policing in Ireland for its consideration.

    Under current recruitment practices vacancies at only two Garda ranks are open to outsiders; Garda commissioner and deputy commissioner.

    Phase I: Two day induction Course (Weekdays) at the Garda College, Templemore, Co. Tipperary covering the following areas: Introduction to An Garda Síochána, Human Rights, Discipline, Ethics and Organisational Culture.
    Phase II: A 2 week all inclusive course to be held at the Garda College (Monday Friday not including weekends). The Course will include training in Retractable Baton, Incapacitant Spray and Tetra Radio.
    Phase III: Two day Course (Weekdays) at the Garda College.
    Phase IV: Minimum of 40 hours on the job training at a designated Garda Station to include accompanied beat patrol and station duty.
    Phase V: 1 day Attestation and Graduation ceremony - Weekday at the Garda College.

    Thanks malman but i think it has changed again.... think its gone back to weekend and to be done locally with only 2 weekends in templemore... the first and last

    I haven't seen that info anywhere but I did hear they hope to do one in Cork and one in Dublin as templemore is full. No chance of getting 2 weeks in templemore unless between end of one full-time class and start of another class.

    That word was out some time ago or proposed as a solution.Until dates are released,we aren’t really going to know.Back in 2006,when the first Reservists started,they were in Dublin,Cork & Sligo.This would be an ideal setup if these were flank Training centres to Templemore,which would alleviate pressure on Templemore plus allow for continued recruitment of Reserves,alongside Fulltime Recruitment.I know i’d Prefer a 2 hour drive to that of a 6 hour drive,especially in winter.

    I believe the new commissioner is starting next week but i dont think we will be top of his to do list,but hopefully there will be some movement soon

    Hi all,
    Just wondering can anyone who has joined the reserves or has knowledge, explain how the training works for the Garda reserves? Can we work around our current jobs or do we need to book time off ? More importantly, if we are successful in our application do we train for one set period or is it broken down ?

    Think its broken down....as far as i remember it was all detailed in the job spec from public jobs.... have been looking for it but no one seams to have it.....

    I see the new commissioner is starting next week and the minister was commenting on recruitment with 2000 reserves I hope that means we will be getting dates soon.

    That's great news, I'd give him a month to settle in & like I said in a previous post it will be more than likely mid to end of October before all successful applicants will be put through. I'm sure an Garda Síochana will want & need a lot of support in the run up to the Christmas period. So let's just wait & see, best of luck to everyone....

    Hi Vardy98, just give them a ring. I got the number for the HR dpmt that deals with the reserves applications from a friend of mine in HQ 016667082. I rang it myself last week & the gaurd Paul was obliging....

    Sounds like you are still waiting on sime vetting to come back... when it comes back upu get sent to medical.... have you seen sgt and super yet

    Hard to believe,we are 18 months into this and still it’s all up in the air.

    I know it's crazy its taking so long but try forget about it & that way when the call comes for the medical we will all be able to fill each other in on the start of the final stage & what to expect....

    Well used to waiting in this process.11 years to be precise.Turned down twice.Made it to Training in 2015 to have dates cancelled and now everything completed again.Just waiting on dates to be confirmed.Just want it to be over now at this stage,to be able to say it was all worth the frustration and effort.

    The minister and the commissioner have both mentioned in the last week about the reserve going to 2000 by 2021.... the commissioner spoke about it at the graduation ceremony on friday......id say there will be a reshuffle of brass very soon... so we will just have to wait.....

    Ya ur right man I heard it to at the ceremony I really hope it’s like before Xmas this year don’t think I can handle waiting till the new year 🙈😂 just really want to get starting

    Jesus that’s a long time waiting man do you remember what way the training was going to be done taht time around ?

    In the early years it was a number of weeks at Templemore and then your other Training (law) was done at station.It then changed to 2 days,2 full weeks and 2 days .All in one 4 week period.They may have to revert to the old system given Fulltime intakes but it’s just a waiting game for now.

    Sorry,the 4 week period,was all in Templemore.
