Rotten fence post

Anybody with any suggestions for removing a well rotted fence post? Its practically turning to mulch, the bottom part is solid but I can't reach it with the drill. I was going to use a bolt and try to lever it out. I have heard of someone burning it out?

How about digging it out with a spade
