First Loan

Im asking this for my neice.

Shes 21 and just finished college and looking to get a car- she already holds a full licence. But shes in a bit of a catch 22.

Shes living at home with her mother out in the back arse of nowhere and cant get a job without a car..... and its kinda hard to buy a car without having a job.

Shes looking for ~4K which will get her a small yaris (or similar) and cover insurance.

Shes on social welfare... so that probably puts off traditional bank loans. Is there anywhere else she could get a loan or whats the best way to work this out.
