Water Charges - property for sale?

Hi all - I currently have a property on the market for sale. This apartment is vacant so I'm wondering does anyone know if I am liable for water charges considering it is not a "holiday property' and could this affect the sale of the charge wasn't paid? I'm confused by the application I received and I can't find anything…
