Do I need a fire in an A3 rated house?

I am in the process of building a house, and would like the 'idea' of a closed gas fire - for atmosphere and a blast of heat if needed.

My architect & builder are both telling me I am mad, and that I will not need one in the living room. It is open plan, approx 4.4m x 8m with 2 rads. The back wall (4.4m) is glass, there is one roof light, and no other windows.

would I be better getting an electric fire for atmosphere and use the whole house heating if I need an extra blast of heat in the living room, rather than using a gas fire?
