Most of what they say is valid but I don't like articles like this - it's pretty much click bait. As to are they worth implementing; it depends on the web site. Most web sites will in some way implement some (or even most) of these things in one way or another.

They seem to be weirdly focused on having exact addresses. Having an "about" page? Good advice. Needing to have exactly an http://mysite.example.com/about.html page because "someone will look there for it"? Who exactly is browsing a site and thinks "I need more information on this company. Better go to the address bar and type in /about.html at the end of the domain name"

Boardsie Enhancement Suite - a browser extension to make using Boards on desktop a better experience (includes full-width display, keyboard shortcuts, dark mode, and more). Now available through your browser's extension store.

Given that robots.txt is checked by web crawlers, any website with basic SEO implemented should have the file present. A sitemap is a basic requirement for usability purposes and any website that goes beyond a two level navigation should definitely have one. The tip about emails is common sense, as a general rule if you ever attempt to get a secure certificate issued for a domain by a provider you will need to use one of the standard email addresses e.g. postmaster@ or webmaster@ etc for the SSL certificate to be issued if you don't have access to the email account used to create the domain.

The rest of the article is waffle and in support of this assertion I present the following evidence:

How many of these tips have IBM implemented?

404.html : 404 Not Found
about.html : 404 Not Found
contact.html : 404 Not Found
copyright.html : 302 Moved Temporarily
index.html : 302 Moved Temporarily
index.rss : 404 Not Found
privacy.html : 404 Not Found
robots.txt : 200 OK
security.html : 404 Not Found

How many of the tips did the author implement on their own website?

404.html : 404 Not Found
about.html : 404 Not Found
contact.html : 404 Not Found
copyright.html : 404 Not Found
index.html : 200 OK
index.rss : 404 Not Found
privacy.html : 404 Not Found
robots.txt : 200 OK
security.html : 404 Not Found
