    Marco Polo and King of Inismac have raised the crucial point of the storage heater debate... Insulation of the Building.
    If a property is well insulated, storage heaters can possibly operate quite effectively and be cost efficient.
    However, if a property is poorly insulated, as a lot are, storage heaters can be a lost cause and you start to use more immediate heating methods to keep the place warm, consequently ramping up your electric charges. Going by the BER of the apartment with storage heaters I would imagine that you would be in for a costly winter.
    Of course it all depends on your own heat requirements, is it just one or two rooms and a regular part of the day, one or two people? It might not be too bad.
    We were a family of four in a 3 bed 1000 sq ft pi$$ poorly insulated apartment with storage heating. The place was so hard to keep warm it was not funny. Did all the research on getting the best out of the heaters, changed and fine tuned the immersion timer and still the electric bills were through the roof. Never Again Ever!!
    If the property is very well insulated a candle will keep it warm. Poor insulation and storage heaters, recipe for financial disaster.
    EDIT:
    We have just come home in the last 45 mins, house was a bit chilly, turn on the oil boiler 30 mins ago, house nice and cosy already. You can't do that with storage heaters ;)
