Buying a Phone from one of those Repair Shops

So you're in the market for a sim-free phone and you pass by one of those shops selling refurbished iphones. They got a iphone 4s selling for c.€270. What would I be buying exactly? A stolen phone? A banjaxed phone that will break down after a month with little to no comeback? Any advice?
