There are a limited number of IEC visas issued each year. This year they split the visas into categories - the standard 'working holiday' visas were released in two batches and went within days. (Although it looks like the waiting list is still open). They don't have a set date they open and going by the last few years it can be anywhere from November to March.
There are also almost 2,000 'young professional' visas left from this years quota - if you hope to go sooner you could check if you qualify for one... http://www.canadainternational.gc.ca/ireland-irlande/experience_canada_experience/index.aspx?lang=eng
