Local Property Tax Exemption and HRI question ?

Hi, As we bought a new house from a development this year(2014), I think we are exempted until 2016 from the property tax ? We are thinking of making improvement/change on the kitchen are we qualifying for the HRI grant, I read that new build doesn't but how long we will have to wait to qualify ? Thanks. Chido
