Zanussi double oven problem. Anyone help?

Ive a Zanussi zhf470 double electric oven. Lately when your finished cooking in the bottom fan oven and you turn the knobs off there is a noisy fan noise as it stops spinning. Its also not heating the bottom oven uniformally. Does anyone k ow if its a new fan i need or a new element or what? Cheers

The issue is caused by either the back panel warping inwards towards the fan or the blades of the fan have rusted and are going out of balance and clipping off the back panel when slowing down, by removing the panel you will be able to inspect the fan blades
