i looked at a product on amazon on my lumia 520. Then i noticed an ad for the product on other sites i visited. is this third party cookies and how do i stop it

Try Settings > Internet Explorer > Advanced Settings > Cookies from websites > block some

...that should block 3rd party cookies, as mentioned below...

If you use the amazon mobile app you won't have any ads showing up in the browser from your searches.
