Whitelist certain sites?

Hi folks, Just looking to know if I can blanket ban access to all sites on a pc, except ones I whitelist? Perhaps through some hosts file trickery or something? The pc is Windows 7, with an admin account & a user account set up. Ideally, I'd like to leave full net access for the admin account, & curtail the user one...
