Overgrown trees creating obstacle on a public pavement

    On a street near where I live there are trees and shrubs in someones back garden that are overgrown over the back garden wall and making it difficult, and for I am sure for some, impossible to pass along the public pavement. Who's responsibility is it to resolve this. Can the Council do anything?

    I really don't feel like knocking on the owners door and telling them what to do. Can the council sort this?
